Dubai permitting & design terminology, plainly defined.
Every Dubai luxury design and construction project runs into the same set of acronyms: DM, DDA, Trakhees, AOR, NOC, BCC, FF&E, MEP. This glossary defines them in plain English, with the practical context owners and developers actually need. Maintained by Ganggaan, a Dubai-based luxury interior design and architecture consultancy. For practical guides that put these terms to work, see our Insights.
Architect of Record AOR #
The licensed professional firm legally responsible for preparing, stamping, and submitting drawings to the relevant Dubai authority. No building permit, fit-out permit, modification permit, or master-developer NOC is issued without an AOR. Ganggaan acts as AOR across DM, DDA, Trakhees, Dubai Civil Defence, and all major master developers.
Building Completion Certificate BCC #
The final approval issued by Dubai Municipality (or the relevant authority) confirming that a building has been completed in accordance with the approved drawings and is fit for occupation. Required before utilities are permanently connected and before sale or rental of a new villa or apartment.
Building Permit #
The permit required before construction of a new building can begin. It is issued by the authority with jurisdiction over the plot, which in most of Dubai means DM, DDA or Trakhees, after the master developer's NOC where one is required and after review of the architectural, structural and MEP drawings submitted by the Architect of Record. Distinct from a modification permit, which covers alterations to a building that already exists. See Architecture.
Concept Design #
The first design stage, in which the overall direction of a project is set: spatial layout, massing, architectural character, mood and material palette. Concept design is where the most important decisions are made and where changes cost the least, which is why it should start with understanding how the owner actually lives. See how Ganggaan approaches interior design and architecture.
Dubai Civil Defence DCD #
The Dubai authority responsible for fire-and-life-safety approvals on all building, fit-out, and modification works. DCD review covers fire detection, fire-fighting, evacuation, and means-of-egress design, and is mandatory on virtually every permitted project in the emirate.
Dubai Development Authority DDA #
The Dubai authority that issues building permits for the communities and zones under its jurisdiction. Examples include Dubai Hills, Arabian Ranches, Jumeirah Bay, La Mer, Pearl Jumeirah, Al Barari, Marsa Al Arab and City Walk, as well as free zones such as Dubai Internet City and Dubai Media City. Buildings within DDA jurisdiction are permitted by DDA rather than by Dubai Municipality, and DDA's drawing standards differ in several details from DM's. Which authority covers a plot is confirmed from the plot documents; see examples by community.
Detailed Design #
Also called design development. The stage that turns an approved concept into coordinated, buildable information: technical drawings, sections and details, finish schedules, and structural and MEP coordination. Detailed design produces the drawings submitted for permits and the documents contractors price from, so its accuracy determines how smoothly both approval and construction run.
Dubai Electricity & Water Authority DEWA #
The utility provider for Dubai. DEWA approval is required for new connections, load increases, and any electrical or plumbing modification. DEWA NOCs are typically obtained as part of the building or fit-out permitting process, not separately.
Dubai Municipality DM #
The principal building authority for most of Dubai outside of free zones and master-developer communities, and also for a number of master-developer communities. Examples include Emirates Hills, The Meadows, District One (MBR City), Meydan Racecourse, Jumeirah, Nad Al Sheba, Al Khawaneej and Downtown Boulevard. DM issues building permits, fit-out permits, modification permits, and Building Completion Certificates for properties within its jurisdiction.
FF&E (Furniture, Fixtures & Equipment) FF&E #
Movable items not part of the building's structure: sofas, beds, dining tables, lighting fixtures, rugs, kitchen appliances, art. FF&E specification, sourcing, and procurement is a distinct discipline within an interior design project, often representing 20 to 40 percent of the total project budget.
Fit-Out Permit #
A Dubai permit required before any non-structural interior fit-out works (partitions, ceilings, flooring, joinery, MEP modifications inside an existing shell) may begin. Issued by DM, DDA, or Trakhees depending on the property's jurisdiction. Trakhees fit-out permits typically issue in 14 to 21 working days from a complete submission.
Gut Refurbishment #
A renovation that strips a property back to its structure and rebuilds the interior, often with layout changes and new MEP installations. Because it affects walls, services and layout, a gut refurbishment in Dubai typically requires a modification permit. Compare with a cosmetic renovation, where the layout is retained and only the finishes are replaced. See Renovation & Fit-Out.
Handover #
The point at which a completed project is formally passed from the contractor to the owner. A properly managed handover includes closing out every snagging item, completing the authority inspections, obtaining the relevant completion certificate (BCC or MCC), and handing over warranties, manuals and as-built documentation.
Jebel Ali Free Zone Authority JAFZA #
The authority that runs the Jebel Ali Free Zone. For building works inside the free zone, permits, inspections and completion certificates are handled by Trakhees, the PCFC permitting authority, rather than by Dubai Municipality.
Joinery #
Built-in timber and composite work made to measure for a space: wardrobes, wall panelling, kitchen units, vanities, doors and storage. In luxury interiors, joinery is usually designed as bespoke pieces and produced in specialist workshops. Also referred to as millwork. See FF&E Sourcing & Custom Furniture.
Master Developer #
The company that planned and built a master community and continues to control what can be built within it. In Dubai, examples include Nakheel (Palm Jumeirah, Jumeirah Islands, Jumeirah Park), Emaar (Emirates Hills, Dubai Hills, Arabian Ranches, The Meadows, The Springs) and Meydan (District One). Master developers publish design guidelines for their communities, and most require an NOC before drawings for new builds or significant alterations can be submitted to the building authority.
Modification Completion Certificate MCC #
The closeout document issued by the relevant authority certifying that a modification permit has been completed in accordance with the approved drawings.
Mechanical, Electrical & Plumbing MEP #
The engineering disciplines covering HVAC, electrical, plumbing, fire systems, and low-voltage. MEP design must coordinate tightly with architectural and interior design and is reviewed by DM/DDA, DCD, and DEWA during permitting. Poorly coordinated MEP is the single most common cause of permit rejections in Dubai.
Modification Permit #
A Dubai permit required when an existing approved building is altered, for example adding a swimming pool, extending a villa, or relocating a load-bearing wall. Distinct from a fit-out permit (which deals with non-structural works inside an unfinished shell) and a building permit (which deals with new construction).
No Objection Certificate NOC #
A formal letter from a master developer or authority stating that they have no objection to a proposed scope of work. Most master-developer communities, including Palm Jumeirah (Nakheel), Emirates Hills (Emaar), Dubai Hills (Emaar), District One (Meydan) and Jumeirah Golf Estates, require an NOC before any drawings can be submitted to the building authority.
Prequalification #
The process of vetting contractors before they are invited to price a project, reviewing track record, financial stability, team competence and the quality of comparable work. Prequalification narrows the field to firms capable of delivering to the required standard, so the tender compares like with like. See Project Management & Site Supervision.
Programme #
The construction schedule for a project, setting out every activity, its duration and its dependencies from mobilisation to handover. A live programme is updated as work progresses, so delays are identified early and their effect on completion is visible before it becomes a problem.
Roads & Transport Authority RTA #
The Dubai authority for roads, transport, and access. RTA NOCs are required for any work that affects access to or from a public road: driveway alterations, gate replacements, kerb modifications, or new vehicular access points.
Shell and Core #
A unit or building handed over with its structure, facade and central services complete but its interior unfinished, ready for the occupier's own fit-out. Fit-out works inside a shell-and-core space generally require a fit-out permit.
Snagging #
The inspection process that identifies defects, incomplete work and finishing faults, recorded on a snag list that the contractor must close out. On a well-managed project, snagging happens at every milestone rather than only at the end, so problems are fixed before they are concealed by later work.
Specification Package #
The set of documents that defines exactly what is to be built and installed: materials, finishes, products, sanitaryware, lighting, fixtures and workmanship standards. Together with the drawings, the specification package is what contractors price against and what the finished work is checked against.
Strip-Out #
The removal of existing finishes, fittings, joinery and, where required, non-structural walls and services, returning a space to a clean starting point before renovation. Strip-out is the first site activity on most renovation projects and often reveals conditions that were hidden behind the existing finishes.
Tender #
The process of inviting selected contractors to price a project against the same drawings and specification package. A structured tender lets the owner compare bids like for like, alongside each contractor's programme and methodology, before appointing the main contractor.
Trade-Only Supplier #
A manufacturer, fabric mill, lighting house or atelier that sells only through design professionals rather than to the public. Access to trade-only suppliers is one of the practical advantages of appointing an interior designer for sourcing. See FF&E Sourcing & Custom Furniture.
Trakhees CED (Civil Engineering Department, PCFC) Trakhees #
The permitting and inspection arm of the Ports, Customs & Free Zone Corporation (PCFC). Trakhees covers communities such as Palm Jumeirah, Jumeirah Islands, Jumeirah Park, Jumeirah Golf Estates (JGE), Palm Jebel Ali and the Jebel Ali Free Zone (JAFZA), as well as Dubai Maritime City and other PCFC jurisdictions. Trakhees fit-out permits typically issue in 14 to 21 working days from a complete submission.
Variation #
A formal change to the agreed scope of works after a contract has been signed, whether an addition, an omission or a substitution. Variations are priced by the contractor and should be approved by the owner before the work proceeds, so that cost and programme changes are controlled rather than discovered at the end.
